The Bay Banter - April 2001
NEXT BOARD OF DIRECTORS MEETING
The next meeting of the Board of Directors will be held at 7:00 p.m. on Monday May 14, 2001 at the McLeish residence, 101 Monarch Bay Drive. A homeowner forum will be held at the beginning of the meeting, to provide the homeowners with an opportunity to discuss issues directly with the Board.

PUBLIC SCHOOL ATTENDANCE BOUNDARY CHANGE
Congratulations to Monarch Bay residents Marianne Petersen and Nancy White for their successful campaign to change Monarch Bay’s public school attendance boundaries. Effective beginning the 2001-2002 school year, Capistrano Unified School District has designated Moulton Elementary and Niguel Hills Middle School as our neighborhood schools. Moulton Elementary is a National Blue Ribbon School. Niguel Hills Middle School is a California Distinguished School. The Capistrano Unified School District’s Board of Trustees approved this change officially on Monday, February 26th, 2001. Dana Hills High School, a national Blue Ribbon School, remains our neighborhood high school.

Niguel Hills Middle School will be having a parent-only information night for incoming 6th graders on Thursday, May 3 at 6:00 pm at the school. Please contact the schools directly if you have any questions (Moulton, 495-0440; Niguel Hills, 831-3146).

Again, congratulations to Marianne and Nancy for their hard work in ensuring that our children have the opportunity to attend these top-notch public schools.

BOARD OF DIRECTORS NEWS
Congratulations to Bill Stevens for being appointed to the Board of Directors, to fill the remainder of the Charlie McClung’s term. The Board also elected Doug McLeish to serve as Vice President of the Board. Congratulations to Bill and Doug!

ACCESS CONTROLS
Our community is very fortunate to have a terrific team of guards representing our community to achieve our mutual goal of controlling neighborhood access. We respectfully request that you remember to call the guard house to authorize access to your guests and workers to expedite their entry. Although some visitors may resent having to be called in or verified, it is in all of our best interest to ensure that proper procedures are followed. Thank you for your cooperation.

GARDEN CLUB NEWS
The Garden Club invites Monarch Bay residents and their guests to our last program of the year. On Wednesday, May 2nd, our traditional Spring Luncheon and Fashion Show by Monarch Silks will take place at the Salt Creek Grill. Save the date for this special event. More details will be forthcoming.

The two new magnetic bulletin boards - one at the guard house and one for the Mall residents on the wall near the exit - have been donated to the community by the Garden Club. Information about future events will be posted there.

PLEASE BEWARE!
We have received a report from one homeowner that someone has intentionally tried to poison their dog by throwing tainted meat over the fence into their backyard on more than one occasion. If you have any information about these incidents, please contact one of the Board members or Lisa Klasky at Progressive Community Management.

SKATEBOARDING ACTIVITY
Incidents of property damage are being reported as a result of skateboarders riding on individual homeowner property, including walls, private walkways, etc... Please remind your children that the cost of restoration of damage to the Association or individual homeowner’s property is your responsibility. Please encourage your children to utilize one of the new skateboard parks in the area, such as the new park in Laguna Hills near Paseo de Valencia and Alicia. Thank you for your cooperation.

SEWER LINE CLEARING PROJECT
For those of you that attended the Monarch Bay Association Annual Meeting of the Members in September 2000, you may recall that the Association was attempting to coordinate a sewer line clearing program for interested residents. At that meeting, we obtained a list of 31 homeowners that were interested. Since that time, the contractor that originally proposed the work has since declined to proceed further. Other options are being investigated at this time and we will keep you posted.

BEACH CLUB DECALS
FYI: The Beach Club will not be issuing new decals this year to residents, so your old decals will continue to allow you access to the parking lot.
