On behalf of the entire Monarch Bay community, the Board of Directors wishes to express their appreciation for the generosity of our residents and applauds the work of Cliff Anderson and Leonard Kranser who organized and carried out the fund raising effort. Their steadfast leadership was a key part of the fund raising campaign.
The Board would also like to acknowledge those members of the Community who were responsible for raising $115,000.00 within Monarch Bay to support Measure W. They are: April O’Connor, Ollie Gardner, Doug McLeish, Leonard Kranser, Cliff Anderson, Robert Van Deventer, Jack Biggar, Helen Hustedt, Harry Lawrence, Charlotte McClung, Wayne Rayfield, Jess Marlow, and Bill Stevens.

POST OF THE MONTH AWARD
Our gate guards have been awarded the “Post of the Month” award by Boyd & Associates for the month of February, 2002 for recognition of their exemplary performance including 100% attendance, professional job performance and dedication to the Monarch Bay community. The trophy will remain in the gate house for the month of March to commemorate this recognition. Next time you drive by the gate house, please be sure to congratulate Nick, Pierre, Jeff and Joe.

2002 MEMBERSHIP DIRECTORY
Please find enclosed your copy of the 2002 Membership Directory. We hope that you will find the directory helpful and appreciate you protecting the confidential nature of the information provided by your neighbors. Thank you for your cooperation.

NEXT BOARD OF DIRECTORS MEETING
The next meeting of the Board of Directors will be held at 7:00 p.m. on Monday, April 8, 2002 at the Powell residence, 115 Monarch Bay Drive. A homeowner forum will be held at the beginning, to provide the homeowners with an opportunity to discuss issues directly with the Board.

ROAD USE FEES
In 2000, the Board approved the implementation of a “road use fee” to cover the cost of wear and damage of our roads due to construction truck traffic and dumpsters. Based upon a study performed by LaBelle-Marvin, Paving Engineers, the fee schedule was adopted for all re-landscape and remodel construction projects. LaBelle-Marvin advises that 99% of the wear and tear of our roads is due to trucks, and that if only autos used our roads they would last “forever”. Big trucks that bring in bulldozers, dumpsters, cranes, lumber, steel, etc. stress our pavement thousands of times more than automobiles.

Additional fees for 5-axle trucks, cement trucks, cranes or unusual road use damage is being monitored by the gate guards and is deducted from the original construction deposit. When construction requires excavation of soil the Architectural Control Committee may assess a fee for each truck load of soil removed.

To date, this fee structure has enabled the Association to significantly offset paving repairs and maintenance costs, paid for by the homeowners who are actively involved in the construction projects. We anticipate that this program will continue to fairly assess the costs for wear and damage.

PROTECT OUR BEACH
If you observe anyone depositing any foreign substance (such as concrete debris) into our gutters and storm drain system, please contact the City of Dana Point Code Enforcement Officer, Angela Duzich, at 248-3565. The Code Enforcement Program of the Department of Community Development receives and investigates potential violations of the Municipal Code for Dana Point. The Code Enforcement officers use a systematic approach to gain compliance and elimination of the code violations.

SAFETY FIRST...
Parents, please remind your children that many hazardous conditions may exist on construction sites within the community and they are not to trespass into these areas. We have received recent reports of children accessing these sites to play in the evenings or weekends. We thank you for talking about this with your children.
